A.  Definitlely Yes. The Dhamma is there always, everywhere, whether there
    exists a Buddha or not.
    Taking refuge in the Dhamma means taking refuge in the law, in the way
    things are; it is acknowledging our surrender to the truth and
    allowing the Dhamma to unfold within us.
